Governance Of TVET Colleges Under Investigation

There have been a few problems at TVET campuses all around the nation, including some worries over council management. As a result, research is currently being done on TVET colleges’ governance.

The current council, which will serve from 2019 to 2024, is the second to serve TVET colleges. Because of this, South African college governance has reached the stage where culture and practise are becoming more firmly established.

Compared to universities, there is still very little research on the governance of TVET colleges. However, it has become clear that there is still a sizable amount of work to be done to guarantee that governance practises adhere to legal and moral requirements.

To do this, the Department launched a quarterly capacity-building initiative last year that specialises in governance issues.

TVET Institutions in Question

Only two of the fifty TVET colleges are now under administrative control.

Recently, the administration of Central Johannesburg TVET College ended. A new principle has been selected by the Department, and a new council will soon take over administration.

A new council will be chosen by November of this year, however only the governing function of Letaba TVET College has been placed under administration.

Regarding interactions between the council and other stakeholders, certain colleges are experiencing difficulties.

This applies to Buffalo City TVET College as well, whose operations have been affected by a persistent dispute between the council, the council chairwoman, and the appropriate parties. To handle this situation, the Department has hired a forensic investigator.

At Thekwini TVET College, the Department stepped in to help in a like circumstance. Currently, the intervention’s development is being watched.

At Lovedale TVET College, there are issues with the management. To stabilise the situation over the long and near terms, a task team has been formed.

Council Members Appointed for the Years 2025–2030

Between November 2023 and March 2024, the periods of office for council members at 48 of the colleges expire. A submission has been submitted by the Department for the posting of these posts.

All council members will be formally enrolled by the Department when the appointment process is over and before they start working in September 2023.

Research on TVET colleges’ governance

The Department and the University of the Western Cape (UWC) have partnered to conduct research on TVET college governance.

The study is now being conducted, and a final report is anticipated at the year’s end. This is the first study of its sort, and it aims to give readers greater information and understanding about how councils are governed.

The report’s conclusions will be used to concentrate the institutional support offered by the Department on areas that demand immediate attention.
